Jack Schreder & Associates (JSA) is an established educational consulting firm with a proven record in providing school districts with a comprehensive, multi-criteria analysis to assist school districts in making informed decisions for future planning of school facilities. Our work includes the completion of State funding applications and developer fee studies. We have obtained over $2.2 billion in State School Facility Funding monies for school districts throughout the State.
For the past 30 years, JSA has worked with a wide cross section of California school districts to obtain construction and modernization funds through State programs, mitigate the impact of residential development, and implement local independent (bond) programs. Within the past several years, we have successfully completed over 1,850 studies which include: developer fee studies, demographics studies, enrollment and redistricting studies, and facility master plans.
With a combined experience of 85 years of service, our professional staff can effectively assist with unique district facility needs.

With State school facility legislation changing each year, it is important and cost-effective to be represented by a Sacramento-based firm with a complete understanding of the legislative process.

We plan, analyze, and evaluate each district's facilities program while representing districts throughout the stages of the capital funding process. Our experience and training allow us to anticipate problems and offer productive solutions. We understand the interrelationship between local and State funding and analyze all funding options which include State and local dollars.

Our experience allows us to serve as a District liaison with outside agencies to adhere to critical timelines and organize projects to ensure that projects are completed on time and within budget. Founder



 
Jack Schreder, a respected and loved educator, founded Jack Schreder & Associates (JSA) 40 years ago. Jack was a graduate of Stanford University (Ed.D. - Education and Business), San Francisco State University (M.A. - School Administration) and Michigan State University (B.A. Economics).

In 1967 after receiving his doctorate from Stanford, Jack moved to Redding to become the first principal of Nova High School, an all 9th grade center. Jack recognized the importance of connecting students to school which was critical for the 1,200 9th grade students coming from 23 feeder schools. His shared goal with the teachers was to learn the names of each student within six weeks of the beginning of the year.

In 1974, Jack was elected Shasta County Superintendent of Schools at the age of 40, making him the youngest county superintendent of schools at the time. During the next four years, his notable achievements included securing grant funding to build science rooms, establishing the countywide bookmobile and facilitating the founding of the local Shasta-Trinity Regional Occupational Program. He also secured initial funding for the Schreder Planetarium, which was named in his honor in 1979 and has been in continuous operation for school children and Northern California community members.

Following his tenure as a school superintendent, Jack became a lobbyist advocating on behalf of the Association of California School Administrators, San Diego City Schools and others. He then went on to found Jack Schreder and Associates. In the last four decades, the consulting firm has secured in excess of $2 billion for California school districts. Elona Cunningham, Jack’s daughter, who has worked at JSA for the last 25 years, continues to operate the business.

Ms. Cunningham received her BS in Business Administration with a Minor in Spanish from Menlo College and her English/Spanish Bilingual Multiple Subject Teaching Credential from the University of San Francisco. Her work experience includes five years as a bilingual elementary school teacher in California. Before joining Jack Schreder and Associates in 1997, Ms. Cunningham worked at the corporate offices of J. Crew in New York and the Gap in San Francisco.

Ms. Cunningham has over 25 years of experience with school facility programs. Her experience includes all areas of school facility planning while specializing in securing facilities funding for school districts throughout the State of California. In order to maximize State funding, district’s needs are evaluated and all available facility funding options are considered to maximize funding. Over the course of 25 years she has secured facilities funding for over 100 school districts totaling in excess of $1 billion in facility funding. In order to secure facility funding, regular interaction with relevant State agencies is critical. Through regular communication and a presence in Sacramento, Ms. Cunningham has developed strong relationships with the Department of the State Architect, California Department of Education, and the Office of Public School Construction.

In addition, Ms. Cunningham prepares Level I Developer Fee Justification Studies and Level II School Facility Needs Assessments to assist with the impact of additional students generated from development projects.
