Jack Schreder & Associates (JSA) is an established educational consulting firm with a proven record in providing school districts with a comprehensive, multi-criteria analysis to assist school districts in making informed decisions for future planning of school facilities. Our work includes the completion of State funding applications, developer fee studies, demographic studies, long range master plans, and boundary studies. We have obtained over $2.2 billion in State School Facility Funding monies for school districts throughout the State.
For the past 30 years, JSA has worked with a wide cross section of California school districts to obtain construction and modernization funds through State programs, mitigate the impact of residential development, and implement local independent (bond) programs. Within the past several years, we have successfully completed over 1,850 studies which include: developer fee studies, demographic studies, enrollment and redistricting studies, and facility master plans.
Our demographic analyses and master plans provide districts with a comprehensive understanding of their community and student population for planning of current and future facilities. These plans also assist districts with maximizing the use of facilities and preparation for boundary realignments and bond elections. With a combined experience of 85 years of service, our professional staff can effectively assist with unique district facility needs.

As a Government Relations and School Facilities Consultant for the past 30 years, Dr. Schreder's experience in school facility planning provides the district with extensive knowledge of master planning as well as other aspects of capital school facilities. Dr. Schreder's knowledge of educational facilities and finance has been augmented by his training in the standard school planning laboratory and experience working with over 350 California school districts. Dr. Schreder’s experience as a lobbyist for San Diego City schools, the Association of California School Administrators (ACSA), and as the County Superintendent of Schools in Shasta County has provided a broad understanding of the school facilities needs of California’s diverse educational communities.

Dr. Schreder is a graduate of Stanford University (Ph.D- Education), San Francisco State University (M.A. - School Administration) and Michigan State University (B.A. - Economics).

Kristen Schreder is a specialist on issues relating to State Allocation Board and the Office of Public School Construction regulations and policies. She is an experienced lobbyist in both Louisiana and California.

Ms. Schreder is an honors graduate of California State University, Chico (B.A. - Social Science) and a graduate of the National Center for Paralegal Training, Atlanta, Georgia.





        Cheryl A. King

Ms. King has prepared over 35 facility master plans for suburban, urban and rural districts of various sizes in California in the past 17 years. Ms. King obtained her B.S. in Education and her M.S. in Education. She also completed her coursework for her Ph.D. at Michigan State University. Her work experience includes teaching at the high school and college level, and grant writer/administrator for the Butte County Arts Commission. She works closely with school district staff as well as community committees, extensively analyzes district and community demographics and facilities in order to prepare a "map" to guide the district's decisions over the next ten years.





Elona Cunningham

Ms. Cunningham received her B.S. in Business Administration with a Minor in Spanish from Menlo College and her English/Spanish Bilingual Multiple Subject Teaching Credential from the University of San Francisco. Her work experience includes five years as a bilingual elementary school teacher in California. Before joining Jack Schreder and Associates in 1997, Ms. Cunningham worked at the corporate offices of J. Crew in New York and the Gap in San Francisco.

Ms. Cunningham has over 19 years of experience in the school facility arena. Her experience includes all areas of school facility planning while specializing in securing facilities funding for school districts throughout the State of California. In order to maximize State funding, district's needs are evaluated and all available facility funding options are considered to determine the best option. Over the course of 19 years she has secured facilities funding for over 100 school districts totaling in excess of $1 billion in facility funding. In order to secure facility funding, regular interaction with relevant State agencies is critical. Through regular communication and a presence in Sacramento, Ms. Cunningham has developed strong relationships with the Department of the State Architect, California Department of Education, and the Office of Public School Construction.

In addition, Ms. Cunningham prepares Level I Developer Fee Justification Studies and Level II School Facility Needs Assessments to assist with the impact of additional students generated from development projects.





Jamie Iseman

Ms. Iseman received her B.S. in Geography from California State University, Sacramento and her M.S. in Geography with an emphasis in Demographics and Planning from the University of South Carolina. Ms. Iseman worked as a GIS Analyst with the State Department of Health and Environmental Control while in South Carolina and also served as a research assistant for the South Carolina Geographic Alliance, developing computer programs to assist the teaching of Geography to K-12 students.

Since 2001 she has been utilizing Geographic Information Systems (GIS), a powerful computer mapping tool, in the preparation of Demographic Analyses, Facility Master Plans, Boundary Realignment and School Consolidation Studies for numerous California school districts to assist them in analyzing current and historic student populations, the migration of students and community populations, optimizing attendance boundaries, consolidation of current schools, location of new schools, and other geographic area specific analyses for long range planning. She works closely with District staff and oversight committees to develop specific criteria for optimizing current and future facility usage.





Tamara Caspar

Ms. Caspar joined our firm in 1998. Ms. Caspar is responsible for assisting districts with determining new construction and modernization eligibility and securing funding for eligible projects. Ms. Caspar serves as a liaison between school districts, architects, and State agencies to secure funding for eligible projects in a timely manner.





Melanie Bravo Mora

Ms. Bravo Mora received her B.S. in Business from the City University of New York, School of Professional Studies. She assists in the preparation of Level I Developer Fee Justification Studies, Level II School Facilities Needs Assessments, and School Facility Program submittals to the Office of Public School Construction and the California Department of Education. In addition, Ms. Bravo Mora is responsible for accounting, billing, marketing, and corresponding with clients and State agencies on a regular basis.

Ms. Shafer has worked in the School Facility Program since 1999 preparing SFP applications for all programs and working closely with districts to maximize funding opportunities. She also prepares Level I and Level II studies.
